OPTICOM GmbH, the leading vendor for perceptual voice quality testing technology, announced the introduction of PEVQ, the new Perceptual Video Quality Measure launched at this year’s 3GSM World Congress in Cannes, France, 14.-17. February, 2005.
PEVQ is tailored to evaluate the quality of typical 3G/IPTV streaming video transmissions in true multimedia applications. Like PESQ, the world ITU standard for perceptual evaluation of speech quality in mobile and VoIP scenarios available under license from OPTICOM, the new video measure will intrusively analyze the received video stream and score perceptually relevant degradations on a 5-point MOS scale. Additional key performance indicators (KPIs), like PSNR will be output to allow for experts to comprise more detailed analysis in lab and field testing environments. The new measurement technology will pave OPTICOM’s dedicated roadmap towards the establishment of new audiovisual QoS standards that will leverage nextgen mobile user’s quality expectations. OPTICOM is actively pursuing its video activities within VQEG, the Video Quality Experts Group, that is looking into the assessment of novel multimedia test algorithms in the course of 2005. The results of VQEG are expected to be mirrored in future ITU-T standardization within Study Group 12. Until the time, when a new standard will have been finalized from the ITU, OPTICOM will introduce PEVQ in a bonus partner program together with leading OEM industry partners to be announced shortly. PEVQ was developed in cooperation with the Institute for Mobile Communications at the University of Erlangen-Nuernberg, and comprises earlier work of KPN Research, the Netherlands.
